                 Minutes of September 8th, 2025 City Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, September 8th, 2025, at 6:30 pm. Attending: Mayor Woody Owen, Clerk Julie Freeman, Council members Mickey Stewart (Ward One), Amy Jeffries (Ward Two), Jan Kohl (Ward Three), Brian Adcock (Ward Four) plus residents Corey Freeman, Danny Bush and Miles Jackson. Mayor Owen called the meeting to order. Minutes from the August 11th, 2025, meeting was read and approved.

Council person Kohl made a motion to approve bill payment as presented.  The motion was seconded by Councilperson Stewart and passed by a 4-0 vote.

Old Business

The city will submit 3 credit card applications to the Central Bank of the Midwest. $500 limit to Bobby Jeffries for City needs, $300 to Mayor Owen for the annual city website fee, and an additional one to Treasurer Hufford for $500 to replace her current credit card so that all expenses will be on one bill. All amounts were voted on and approved in the last city meeting.

City e-mail and website: Brandon Gray is currently working on getting everything ready to move our web hosting site from Host Gator to Name Cheap, however, he is needing the original credentials from Name Cheap from 2012 to complete the move.  Mayor Owen will search for the credentials in the city files.

Tree Trimming along Public Roads: Additional tree trimming will be needed on St Bernard east and west of Stillhouse and Broadway prior to roadwork in the fall. Volunteers will be needed again soon.

City Resident Letter: Letter to residents that have not completed the water survey will be sent out again. The state requires 100% participation from each water service customer. 

City Water Dept Website: The new Missouri Rural Water Association’s “SUBS” software is up and running on Deanna Hufford and Lani Bush’s computers and the September bills were sent out from the new system.  Note to citizens: do not yet attempt to pay your bill online as Stripe is not yet set up to receive payment.  This function is expected to be ready for the October invoice.  Additional formatting for line items will be adjusted as well. 

Road Repairs: St Bernard hill west of Stillhouse will be milled and have a 2” overlay. Broadway will be scrapped and angled towards the ditch and have a 4” overlay. St. Bernard hill east of Stillhouse will be milled with a 2” overlay on the lower part, and the upper part that doesn’t need milled will have a 4” overlay.  Tally Ally will have no milling, potholes will be filled and a 2” overlay will be applied.

Additional pot hole repair: Work to fill the holes will commence once the weather is a bit cooler. 

Ditch Clearing: John Shea has graded the ditch on Gano St.  Work to clear the culverts and replace one is in the works.  Danny Bush will ask someone he knows for a scrape piece of pipe that is at least 10” or larger in diameter.

Shed Floor: work will begin once the summer heat goes down. 

Water Rate increase: Additional research is needed to determine if any cost increase will need to be passed onto the water service customers. 

The city Bobcat Repair:  Steve Thompson is currently working on the needed repairs.

Planning and Zoning Commission:  The planning and Zoning Commission will work on reviewing zoning using a plat map for our city.

The city water tower needs to be cleaned. 

New Business. 

New locks for the community center are needed. It was discussed that the locks could be replaced with locks that can be rekeyed as needed.  A motion to replace the locks was made by council person Adcock and was seconded by council person Kohl.  The motion passed with a 4-0 vote.

The center is owned by Missouri city and it was discussed that it should be open again for rental.  Discussions on rental price, cleaning, and a rental calendar will be discussed further in the next meeting.  

Treasurer Hufford mentioned to Mayor Owen that we can apply to the state of Missouri to collect any online sales tax that may have been collected in the past year.  Mayor Owen will research what is required by the state. 

Links and information to United Way services will be added to the city website and post office notice board.  Julie Freeman will work to get the links and information to Mayor Owen to add. 

Citizen Miles Jackson expressed concerns about the condition of the building connected to his.  Mayor Owen will review the contract the city has with the fire department to determine the best way forward to address the maintenance of the building.

Community Calendar:

The 2025 tax levy hearing meeting has been set for Monday, September 29th from 6:30-6:45.  Notice will be printed in the Excelsior Springs Standard and Town and Country Leader.  

The next monthly Council meeting is scheduled for Monday, October 13th, 2025 at 6:30 pm in the MCCA Building.
