Minutes of May 12th, 2025 City Council Meeting
The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, May 12th, 2025, at 6:30 pm. Attending: Mayor Woody Owen, Clerk Julie Freeman, Council members Mickey Stewart (Ward One, Jan Kohl (Ward Three), Johanna Davis (Ward Four) plus residents Corey Freeman, Lisa Thompson, Anthony Fera, Theresa McKown, Barry Moore, Amy Jeffries, and Brian Adcock.
Mayor Owen called the meeting to order. Minutes from the April 10th, 2025, meeting was read and approved. Minutes from the April 24th meeting was read and approved with one correction to wording. Instead of “Mayor Owen made a motion to the council” it has been updated to “Mayor Owen asked approval for the council.” Minutes were approved 3-0.
Bills to be allowed
Council person Kohl made a motion to authorize bill payment as presented. The motion was seconded by Councilperson Davis and passed by a 3-0 vote.
Old Business
City Phone Changes: Councilperson Jan Kohl will work with city clerk Julie Freeman to complete the additional paperwork needed to get the account in Julie’s name.
Treasurer Hufford has applied for a second city credit card from Bank of Orrick and is still waiting on approval confirmation.
Evergy Requests: Council person Kohl is following up with Evergy as the 2 new light poles are still not installed.
Tree Trimming along Public Roads: Bobby Jeffries is working to put a team of Missouri City residents together to work on city tree trimming and debris clean-up. Working dates are pending.
City Resident Letter: Letter is on hold until the water billing issue has been resolved.
The city plaque is being worked on by Barry Moore and will be installed in the Missouri City School library once complete.
The high-speed internet grant from the state is yet to be determined. The state will not receive federal funds as expected, therefore the state is reexamining how to grant the remaining funds they have for the rural internet program. News from the state is expected at the end of May.
Swings for the school playground: Theresa McKown stated that the insurance inspector stated that the brackets that hold the swing chains to the frame are upside down and in bad condition. She stated that Fry company had quoted her $980.00 to replace 4 seats, chains and brackets to the frame that is still in good condition. She has asked the Missouri City Council to contribute $500.00 and the school will fund the remainder to Fry Company. Councilperson Davis made a motion for the council to contribute $500 that will be paid directly to Fy company that was seconded by councilperson Stewart. Motion passed 3-0.
New Business
Mayor Owen appointed Amy Jeffries to Ward 2 councilperson for a term of one year. Councilperson Kohl made a motion to accept appointment of resident Amy Jeffries to Ward 2 councilperson for a term of one year. Councilperson Stewart 2nd the motion and the motion was passed by a vote of 3-0. Councilperson Jeffries was then sworn in by city clerk Freeman.
Road Repairs: A motion was made by councilperson Davis and 2nd by councilperson Kohl to resurface 4 streets including St. Bernard East of Stillhouse, St. Bernard West of Stillhouse, Tally Ally, and Broadway. Motion passed 4-0. Mayor Owen will post a notice in the paper for bids. In addition to full replacement, additional potholes will need to be filled with a cold patch costing approximately $1000 a ton. A motion was made by councilperson Jeffries and 2nd by councilperson Stewart to allow the city up to $3000 for pothole repair. Motion was approved 4-0.
Cement floor for city shed: Mayor Owen reported it has been determined that a cement floor for the western portion of the interior of the city shed is needed for the new shelving to sit on to reduce the risk of the shelving sinking into the ground. This will help stabilize the shelving and preserve city assets. Estimated cost for the cement is $1500. A motion was made by councilperson Davis and seconded by councilperson Stewart and motion was passed by a vote of 4-0 to approve the cost.
Mayor Owen will meet with Mr. Anthony Fera to review the mowing and roadway ditch weed trimming needs of the city.
Citizen Brian Adcock voiced his concern that the ditch in front of his house is still flooding due to clogging. One option to have the fire department clear the culvert was presented and previously discussed with the fire department, however, they have not done the work yet. Mayor Owen will follow up with the fire department on this issue and possibly other contractors that clear ditches.
Mayor Owen has requested Mr. Walter Wilson to fill the city position of Chief Information Officer (CIO) and Mr. Wilson has agreed. A motion to appoint Mr. Wilson to the position of CIO was presented by councilperson Kohl, 2nd by councilperson Davis and passed with a 4-0 vote.
The new water department software is continuing to cause problems for Lannie Bush and Deanna Hufford. Mr. Wilson has agreed to help them solve any outstanding issues with the software.
A motion was made by councilperson Kohl to purchase 2 plastic tubs to keep city documents safe from dirt and moisture. Motion was 2nd by councilperson Stewart and motion was passed by a vote of 4-0.
Citizen Lisa Thompson brought to the city’s attention that the wood burn pile on Wood Street has been the sight of additional junk dumping. This is an eyesore and causing damage to Mr. Fera’s lawnmower. Mayor Owen will work with the Sherrif and the city lawyer to determine solutions.
Additional paperwork is needed by Deanna Hufford to correct the submission of the city’s Federal Covid Recovery Funds reporting. Mayor Owen will work with Deanna to complete this by May 23rd.
A motion was made by councilperson Jeffries and 2nd by councilperson Stewart and passed 4-0 to remove Barry Moore and Joe Selle from the Feldman and O’Reilly accounts and add Mayor Woody Owen and Danny Bush.
