Minutes of February 16, 2023, City Council Meeting
The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Thursday, February 16, 2023, at 7:00 pm. Attending: Mayor Barry Moore, Clerk Monte Railey, Council members Mickey Stewart (Ward One), Joe Selle (Ward Two), Jan Kohl (Ward Three) and Johanna Davis (Ward Four). Residents Woody Owen and Wilbur Webber also attended.
Mayor Moore called the meeting to order. Meeting minutes from the January 9, 2023 meeting were read and approved.

Councilman Selle made a motion to pay the bills that was seconded by Councilwoman Davis. The motion carried 4-0.
Old Business
Project to bore new water main under MO Hwy 210: Decker Construction installed the flushing assembly/blowout valve. They will complete landscaping associated with the project as weather allows.
Ditch clearing: The City is still seeking someone with the proper equipment to clear ditches in town.
Potholes: Coldpatch will be ordered to fill potholes as weather allows.
Water Bill Collector: Marsha Metcalfe has assumed the Water Bill Collector position. A system glitch caused some users to receive erroneous late fees on February statements. Affected customers were advised to deduct the late fee from payment.
New Business
Water System Audit: MO DNR conducted a standard three-year audit of the Missouri City Water Department per Mayor Moore. Some necessary forms were initially missing but later provided by the City.
Capitol Sand Road: Ordinance 154, an ordinance accepting the dedication of a private road by the City of Missouri City, was read twice by title and once in its entirety by Mayor Moore. The ordinance, in conjunction with resolution 154 (adopted November 14, 2022), details the agreement between the City of Missouri City, Missouri City Acquisitions LLC, Capitol Sand and the Norfolk Southern Railroad to convert the road from private to public status with Capitol Sand being responsible for future repairs and maintenance. After discussion, Councilman Stewart made a motion to accept the Ordinance as read. His motion was seconded by Councilwoman Davis and passed by a vote of 4-0.
New Contract with Clay County Sheriff: Mayor Moore covered the proposed agreement with the Clay County Sheriff’s Department for local patrol. Clay County provides 24/7 law enforcement for the city but this covers tours when deputies patrol at city expense for local Ordinances. Per the Mayor, the details are unchanged except the hourly rate increased from $35 to $40 per hour. Councilwoman Davis made a motion to accept the new agreement as read and was seconded by Councilwoman Kohl. The motion passed by a 4-0 vote.
Concerns about spotty trash pickup on Bluff Street were discussed. Mayor Moore will report the issue to AAA Disposal for resolution.
The next monthly meeting is scheduled for Monday, March 13, 2023, at 7:00 pm in the MCCA Building.
