Minutes of November 14, 2022, Council Meeting
The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, November 14th, 2022, at 7:00 pm. Attending: Mayor Barry Moore, Clerk Monte Railey, Council members Mickey Stewart, Joe Selle and Johanna Davis. The Ward Three council seat is vacant.
Mayor Moore called the meeting to order. Meeting minutes from October 10, 2022, were read and approved.

Councilwoman Davis made a motion to pay the bills that was seconded by Councilman Selle. The motion carried 3-0.
Old Business
Project to bore new water main under MO Hwy 210: Decker Construction has delivered material and started pipe assembly. Boring to begin soon.
Road Maintenance Agreement with Capitol Sand: Capitol Sand, Missouri City Acquisitions and the City have agreed on terms to change the old power plant road from private to public, rename it Capitol Sand Drive and improvements to the railroad crossing and Hwy M210 intersection. City Resolution #154 details the agreement and responsibilities of all parties. Mayor Moore read the resolution once in entirety and twice by title. After a short discussion, Councilman Stewart made a motion to pass the resolution as read. His motion was seconded by Councilwoman Davis and passed 3-0.
Ditch clearing: The City is still seeking someone with the proper equipment to clear ditches in town.
City Hall Repairs: Repairs and painting are underway.
Ward Three Council Vacancy: The Council is still seeking someone to serve as Third Ward Council At Large for the vacant seat that expires in April of 2023. Interested parties can contact the Mayor, Clerk or other Council members.
New Business
G-Works has advised the city they are the new provider for online water bill payments. Users of the online payment option will receive service charges from G- Works as a result.
The City Clerk announced the upcoming filing period for the April 2023 City election. Council seats for Wards One and Three, plus Mayor, will be on the ballot. The election package with the exact dates related to the election have not been received by the clerk but will be posted when available.
Mayor Moore advised the Council of Water Bill Collector Brandon Gray’s intention to leave the position due to scheduling issues. A search will begin to find his replacement and ensure a smooth transition.
The next monthly meeting is scheduled for Monday, December 12th, 2022, at 7:00 pm in the MCCA Building.
