Minutes of September 12, 2022, Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, September 12th, 2022, at 7:00 pm.   Attending:  Mayor Barry Moore, Clerk Monte Railey, Collector Brandon Gray, Council members Mickey Stewart, Joe Selle and Johanna Davis.  The Ward Three council seat is vacant.

Mayor Moore called the meeting to order.  Meeting minutes from August 8, 2022, were read and approved.

Councilman Selle made a motion to pay the bills that was seconded by Councilman Stewart.  The motion carried 3-0.

Old Business

Water Project:  The water project is officially completed.

Capitol Sand Street Request:  Plans are still being formulated by Capitol Sand, Norfolk Southern RR and MoDot for the changes to the RR crossing and intersection of the old power plant entrance (to be renamed Capitol Sand Drive) and Missouri Highway 210.  City Attorney Steven Wolcott is representing the City in the process.

Ditch clearing:  The City is still seeking someone with the proper equipment to clear ditches in town.  Councilman Stewart was able to correct a problem at St Bernard and Stillhouse with his personal equipment.

New swings for River Park:  Councilwoman Davis is continuing to research prices and options for new larger swings for older children and adults.

City Hall Repairs:  Repairs have started.

Ward Three Council Vacancy:  The Council is still seeking someone to serve as Third Ward Council At Large for the vacant seat that expires in 2023.  Interested parties can contact the Mayor, Clerk or other Council members.

ARPA Funds Via Clay County Commission:  Clay County Treasurer Victor Hurlbert notified the City via e-mail that the County Commission will discuss and vote on our request for funds to bore a new water line under MO Hwy 210 during their September 21st work session.   Mayor Barry Moore and Councilman Joe Selle will represent the City at the meeting.  In preparation, Councilman Selle made a motion to accept the low bid of $76,000.00 presented by Decker Construction for the project contingent on County approval.  The motion was seconded by Councilwoman Davis and passed 3-0.  The project would replace an aged main line that is buried twenty feet under the highway.

October Clean Up Days:  The Council approved plans for a second clean up weekend this year.  Arrangements will be made for three forty yard dumpsters to be placed in front of the City garage on Friday, October 21st, for the weekend.

Status of City Bobcat:  The Mayor announced that repairs can be made to the bobcat to extend it’s usefulness for now.  Replacement plans are on hold.

 

New Business

ARPA Tranche Two: The City was advised via e-mail on August 17th, 2022 of an additional payment of $18,506.25 via ARPA Tranche Two.  This ARPA funding is separate from that awarded by the Clay County Commission and referenced in Old Business.  The first allocation via ARPA Tranche One of $18,506.25, awarded in February of 2022, has been designated for City Hall repairs but not yet spent.

2022 Tax Levy Hearing: The 2022 Tax Levy Hearing is scheduled for Monday, September 26, 2022, at 7:00 pm in the MCCA Building.

The next monthly meeting is scheduled for Monday, October 10, 2022, at 7:00 in the MCCA Building.
