Minutes of June 13th, 2022 Council Meeting
The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, June 13th, 2022, at 7:00 pm. Attending: Mayor Barry Moore, Clerk Monte Railey, Collector Brandon Gray, Council members Mickey Stewart and Rockne Gross, plus incoming 4th Ward Councilperson at Large Johanna Davis. Councilman Joe Selle was unavailable.
Mayor Moore called the meeting to order. Minutes of the March 14th 2022, monthly meeting and the May 5th, 2022 special meeting were read and approved. Regular monthly meetings were not held for April or May due to lack of a quorum. Financial reports e-mailed by the Treasurer prior to the meeting were discussed and approved.
New business:
Johanna Davis was sworn in as Ward Four Councilperson at Large in order to have a quorum. She had been appointed by the Council at the May 20th special meeting.
New business was then temporarily closed to cover bills to be allowed and old business.

Councilman Gross made a motion to authorize payment. The motion was seconded by Councilman Stewart and passed 3-0.
Old Business
Water Project: The grass seed for final landscaping has yet to be delivered. Mayor Moore will follow up to ensure delivery with distribution postponed until September for better planting conditions. Councilman Stewart will check on obtaining 12-15 bales of straw for the project.
State and Local Fiscal Recovery Funds (SLFRF): ARPA (American Rescue Plan Act) funding not previously requested by NEU (Non-Entitlement Units of Local Government will be distributed by county governments as SLFRF. Missouri City received $18,506.25 as an NEU in February and applied for SLFRF funds in May in hopes of receiving assistance for a new water main under highway M210 using figures from Decker Construction’s low bid of $80,000.00 on the project.
Sand Plant upgrades: Mayor Moore advised the Council that Capitol Sand is close to finalizing plans to build a scale house and office at their Missouri City location. Plans to upgrade the railroad crossing and M210 intersection are still pending.
Ditch Clearing: The City needs to find someone with a backhoe to engage for ditch clearing. Councilman Stewart will check his sources.
New Business
Independence Day Fireworks: The Council voted 3-0 to allow fireworks within the city limits from June 26th through July 9th, 2022.
Request for City Park: The mayor reported receiving requests for installation of swings for older children in River Park. The Council agreed and Councilwoman Davis volunteered to research options.
Domain Names: Brandon Gray advised the Council that the domain name for the city website (missouricitymo.gov) expires August 15th, 2022. The Council approved his request for the yearly renewal fee of $120.56.
Ward Three Council Resignation: Ward Three Councilman Rockne Gross announced he is resigning from the Council, citing his recent move out of town. The Council accepted the resignation and lauded his service to the community. A certificate of appreciation was presented to Councilman Gross for service on the Council from 2013-2022. The Council will begin a search for someone to fulfill the current two year term that expires in 2023.
The next monthly meeting is scheduled for Thursday, July 14th, 2022, at 7:00 pm in the MCCA Building.
