Minutes of Special Council Meetings Held September 20, 2021
The Missouri City, Missouri, City Council conducted two special open sessions and a Water Project Closeout hearing at the MCCA Building on Monday, September 20th, 2021. Attending: Mayor Barry Moore, City Clerk Monte Railey, Council members Joe Selle, Rockne Gross and Mickey Stewart. The Fourth Ward Council seat is temporarily vacant. Also in attendance: Robert Tarver and Belinda Turner.
Mayor Moore called the first meeting to order at 6:30 pm. Ordinance #2021 was read twice by title and once in entirety by the Mayor. The State of Missouri set the 2021 tax ceiling at $.7578 per $100.00 assessment. Councilman Rockne Gross made a motion to adopt Ordinance #2021 to set the 2021 levy at $.7875, or as modified by the Hancock Amendment Rollback Form RSMO 137.138. Councilman Joe Selle seconded the motion. The motion passed by a vote of 3-0.
That meeting was then adjourned by the Mayor.
At 6:45 pm, Mayor Moore opened the CDBG Water Main Improvement Project Closeout hearing and ceded the floor to Lisa Danbury with MARC. Ms. Danbury covered project expenses and material volumes before asking if anyone present had questions. There were no questions but citizens attending expressed praise for the contractor and their employees. Ms. Danbury reiterated previous comments regarding city data assembled for this project being used again if the city pursues additional grants for streets and sidewalks.
The hearing was then adjourned.
At 7:00 pm, a special session was opened to address two items:
- Payment Request #8 for the water project was presented. It requested a $3,037.18 payment for final charges from AGC Engineering plus $70,491.40 for current charges from Orr-Wyatt Streetscapes for a total sum of $73,528.58. Of the Orr-Wyatt charges, $2,700.00 for fill hydrants will be covered directly by the city as previously agreed upon rather than by the USDA Loan. After discussion, Councilman Gross made a motion to pay the request as presented that was seconded by Councilman Selle and carried by a vote of 3-0. Mayor Moore reported that, although there will be final expenses, the project will come in under budget.
- The Council decided to schedule another city clean days event on the weekend of October 8th, 9th & 10th. The City Clerk will contact AAA Disposal to arrange for three 40 yard dumpsters to be placed by the MCCA Building and city barn.
Meeting adjourned. The next monthly meeting is scheduled for 7:00 pm on Monday, October 8th, 2021, at the MCCA Building.
