Minutes of February 13th, 2020, Council Meeting
The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Thursday, February 13th, 2020, at 7:00 pm. Attending: Mayor Barry Moore, Clerk Monte Railey, Collector Brandon Gray and Council members Sydney Stewart, Joe Selle, and Micah Schake. Resident Cassidy Russell was also present. Treasurer Lindsay Eppley and Councilman Rocky Gross were absent.
Mayor Moore called the meeting to order. Minutes of the January 13th, 2020, monthly meeting were read and approved. Financial reports were not available due to the Treasurer’s absence.

General Fund:
Monte Railey – $236.98 January salary City Clerk
Bill Slater – 20.00 for cleaning MCCA Building twice
Feldman’s – $126.87 tarp and extra salt for sand/salt pile
Joe Selle – $643.33 forty three hours of city work and $1676.87 gas reimbursement
Orrick Gas – $38.96 yearly tank rental MCCA building
Evergy – $590.37 four city accounts
Holliday Sand and Gravel – $1,489+.00 twenty tons of sand/salt mix

Kearney Trust Co. Trust (water project pre-construction credit line) – $796.37 interest

Councilwoman Stewart made a motion to pay the bills that was seconded by Councilman Schake. The motion passed 3-0.
Old Business
Water Project: Right of Way Associates have been engaged to negotiate with property owners seeking compensation for easements. Trees with a circumference of three inches or more need to be cleared by March 31st, 2020 to avoid seasonal delays for disturbing bat habitats. Property owners may do their own clearing through that date. Two properties affected by easements have been identified as needing tree clearing.
Treasurer: Two applicants for the Treasurer position will be interviewed by Mayor Moore this week. Current Treasurer Lindsay Eppley has previously advised the Council of her desire to leave. The Mayor hopes to have the position filled and training started as soon as possible.
Streetlight: The new streetlight on Gano Street has been installed.
Voluntary Annexation: A new petition will be obtained for signature by Joe Selle and John Selle to initiate their voluntary request for annexation of property adjoining the current western city limit.
New Business
Cassidy Russell advised the Council that she is the new local coordinator for PERC at the Missouri City School. She shared plans and entry forms for the annual City Parade on Saturday, May 2nd, 2020. In preparation for the parade, the Council announced Clean Up Days for the weekend of April 18th, 2020. Dumpsters will be placed downtown for use by residents.
The next open monthly Council meeting is scheduled for 7:00 pm on Monday, March 9th, 2020, at the MCCA Building.
Councilman Schake made a motion to adjourn that was seconded by Councilwoman Stewart. Meeting adjourned.
