Minutes of September 11th, 2019, Voluntary Annexation Petition Hearing
The Missouri City, Missouri, City Council hosted a hearing at the MCCA Building on Wednesday, September 11th, 2019, at 7:00 pm regarding a voluntary annexation petition submitted by Missouri City Acquisitions LLC. to annex four parcels of land (the old power plant location) adjacent to the western City limit. Exhibit A details the locations. Attending: John Diehl with Missouri City LLC, City Attorney Steven Wolcott Mayor Barry Moore, City Clerk Monte Railey, Council members Sydney Stewart, Rockne Gross and Micah Schake plus citizen Doris Selle.
Mayor Moore called the hearing to order. Mr. Diehl answered questions from the gathering. He explained that the parent Company of Missouri City Acquisitions LLC, Environmental Operations, purchased the property from the City of Independence and handled the plant decommission and clean up. The Missouri Department of Natural Resources approved completion of that clean up but environmental monitoring will continue for twenty years. Mayor Moore requested reports of the monitoring and Mr. Diehl agreed to check availability. Missouri City Acquisitions LLC has entered in to a ninety nine year lease with Capitol Sand to operate a river sand dredging operation on three of the four parcels utilizing the existing dock. The fourth parcel will be developed separately at a later date.
Doris Selle told the group that she and husband Joe are also interested in voluntary annexation of property they own adjacent to the proposed land parcels. City Attorney Wolcott advised her that it can be addressed as well individually.
Hearing participants were provided opportunities to speak for or against the petition but no comments were made. A motion will be made at the September 12th monthly Council meeting proposing an ordinance to accept the annexation petition. Following the motion, a fourteen day period is required for the City to receive any written opposition to the request before an ordinance is voted on. A special open meeting is tentatively scheduled for 7 pm on Thursday, September 26th, 2019, at the MCCA Building.
