Minutes of September 10th, 2018, Council Meeting

The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on Monday, September 10th, at 7:00 pm.  Attending:  Mayor Barry Moore, City Treasurer Lisa Webber, City Clerk Monte Railey, Water Bill Collector Brandon Gray and Council members Joe Selle, Rockne Gross, Micah Schake and Sydney Stewart.  Also in attendance:  Wilbur Webber, Sophia Betterton. Bill Sharp, Cindy Sharp and Linda Young

Mayor Moore called the meeting to order.

Minutes from the August 13th, 2018, meeting were read and approved.  Financial reports for August were reviewed and approved.

Bills to be allowed

General Funds

KCP&L – $924.38 five City accounts

Monte Railey – $236.98 September Clerk salary

Bill Slater $20.00 for two cleanings of the MCCA Building in August

Excelsior Springs Standard – $331.75 for publishing notices for Tax Levy Hearing and requesting release of funds for Water Project

Waste Management – $350.00 contamination fee for recycle bin damage from fire

Waterworks

USPS – $50.00 postage for water bills

PWSD #4 – $1375.75 water 6727/18-8/26/18 (326,000 gallons)

Kearney Trust Co. – $387.48 interest on water project credit line through 9/4/18

Doris Selle – $433.92 September salary City Treasurer

Brandon Gray – $259.67 September salary Water Bill Collector

James Talley Jr – $252.78 September salary Meter Reader plus in/out fees

Waste Management – $1,815.00 September 2018 trash pick up

Brandon Gray – $79.49 additional hours and mileage for collection duties

Missouri Department of Natural Resources – $385.30 2018 primacy fee

Brandon Gray – $11.97 reimbursement for printer ribbon and ink

Lisa Webber – $174.14 fourteen hours of training and $20.00 maintenance fee

Councilman Gross made a motion to authorize payments.  The motion was seconded by Councilman Schake and carried 4-0.

Old Business

Water Project – Release of Funds request is awaiting approval by CDBG.  It is expected by mid-September.  The Mayor and City Clerk met with Lisa Danbury with MARC to update City organizational and project authorization information to reflect current council members.

City Hall – Sophia Betterton will coordinate another work day to prep the exterior.

2018 Tax Levy Hearing – Minutes of the August 20th Tax Levy hearing were read and approved.  The City tax rate for 2018 was set at $.8761 per $100.00 of assessment.

City Social Activities – Sophia Betterton informed the Council of plans to continue movie night and other activities into September and October.  Final plans with dates and times will be posted when available.

New Business

Mayor Moore reported on a September 7th meeting with Emmett Morris of the US Census Bureau.  Mr. Morris is a Partnership Specialist and was seeking City support during the 2020 Census.  He specifically asked for the City to commit to forming a “Complete Count Committee” to ensure accurate local data.   Census information will be collected via self reporting by phone, online or questionnaire.  Missouri City will be a challenge because questionnaires are sent only to physical addresses, not PO Boxes.  Mr. Morris asked for help with recruiting, creating awareness and encouraging participation using the available methods.   He advised that the Bureau also intends to hire local help for canvassing between August and November 2019 and again in April 2020 for going door to door to ensure residents are covered and counted.  Additional information will be posted as it is received.  The Council agreed to assist with our Complete Count Committee.  It was suggested that Council members serve on the committee when the time comes.

Bill Sharp with the I.O.O.F (ODD Fellows Lodge) asked for permission to use the MCCA Building for a Charity Garage Sale on October 4th, 5th and 6th.  The Council approved his request.

Linda Young asked for help with the ditch on Main Street in front of her house with flooding and drainage issues.  Mayor Moore will engage Rex Brinker to determine needed what action is needed.

Councilman Schake reported problems with packs of threatening dogs in Ward 4 and asked for help.  Mayor Moore will consult with City Attorney Steven Wolcott regarding legal options.

The next Council meeting is scheduled for 7:00 pm on Monday, October 8th,, 2018 at the MCCA Building.

Councilman Schake made a motion to adjourn that was seconded by Councilwoman Stewart.  Meeting adjourned.
