Minutes of April 16th, 2018, Council Meeting

The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on Monday, April 16th, 2018 at 7:00 pm.  Attending:  Mayor Barry Moore, City Treasurer Lisa Webber, City Clerk Monte Railey, Water Bill Collector Brandon Gray and Council members Joe Selle, Micah Schake, Rocky Gross and Sydney Stewart.   Also in attendance:  Wilbur Webber, Sophia Betterton, Billy Betterton, Kenny Young, Rodney Furne, Dusty Mayabb, Ken Young and Anant (Nun) Kamasaku.

Mayor Moore called the meeting to order.

Minutes from the March 12th, 2018, meeting and March 2018 financial reports were read and approved.

Bills to be allowed: Paid 4/16/18 unless noted otherwise.

General Funds

(3/28/18) KCP&L – $688.16 four City accounts

Councilman Selle made a motion to authorize payments.  The motion was seconded by Councilman Schake and carried 3-0.  Councilman Gross arrived late  and missed the vote.

Old Business

Water Project – Mayor Moore, Clerk Railey, City Attorney Steven Wolcott, Art Akin with AGC Engineering, Lisa Danbury with MARC and Jana Brandt with USDA Rural development met at AGC on April 4th, 2018, to review and sign the Letter of Intent.   All present agreed to adhere to the terms covered in the Letter of Intent by April 2nd, 2019.   Lisa Danbury will work on the roadbed issue identified in the archeological study by K&K Environmental, City Attorney Wolcott will begin work on easements and AGC will work on final design.  June 15th, 2018 is the target date for completion of final design and environmental issues.

Mayor Moore confirmed that new street signs will be installed to replace missing signs and to reflect changes to speed zones.

City Hall – Joel Morgan declined the City counter offer for his bid to paint City Hall.  He advised the Mayor that a revised bid will be submitted.

Water Pressure- Residents expressed concerns about continued low water pressure since the relief valve was replaced in March.   Mayor Moore advised the gathering that water pressure is slowly being restored to normal after the valve repair to ensure lines don’t blow.  The situation will continue to be monitored.

Ditch clearing – Mayor Moore advised the gathering that work to clear ditches is beginning.  A resident asked about problems due to overgrown weeds in the ditch at 123 Wood.  Councilman Selle will cut the weeds

New Business

City Clean up days – Dumpsters will be placed by the City barn on Main street the weekend of April 27th in preparation for the City Parade on May 5th.  Dumpsters will be brought in on Friday, April 27th, and removed on Monday, April 30th.

Sophia Betterton asked the Council if permits are needed for organized Bingo in town.  No City permits are needed but Mayor Moore suggested she check further regarding County or State requirements.  She also inquired about designating a volunteer day to scrape paint at City Hall.  She will research that with residents as well as other ideas for citizen involvement and report back to the Council.

The next Council meeting is scheduled for 7:00 pm on Monday, May 14th, 2018, at the MCCA Building.
