Minutes of February 16th, 2017, Council Meeting
The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on Thursday, February 16th. 2017 at 6:30 pm. Attending: Mayor Barry Moore, City Treasurer Lisa Webber, City Clerk Monte Railey, Water Bill Collector Brandon Gray and Council members Micah Schake, Joe Selle and Rocky Gross. Councilwoman Sydney Stewart was absent. Citizens Wilbur Webber, Paul Ash, Billy Betterton, Sofia Betterton, Charlie Myers and Bobby Jeffries also attended.
Minutes from the January 9th, 2017, meeting and January 2017 financial reports were read and approved.

Councilman Schake made a motion to authorize payments. The motion was seconded by Councilman Gross and carried 3-0.
Old Business
Ditch Clearing – Mayor Moore is working with the County on a plan for completion.
Water Project: Mayor Moore and Art Akin with AGC Engineering met with USDA representatives to begin the new loan process. The City is now pursuing a USDA financed loan for the project. It is believed that, in addition to being approved quicker than via MO DNR, a USDA loan will cost less in the long run due to less stringent and expensive audit requirements. Mayor Moore and City Clerk Railey will begin reviewing and completing required USDA forms and paperwork.
City Hall repairs: Councilman Schake will determine what type of sump pump is needed in the City Hall basement. Siding repairs will continue as weather and schedules allow..
Ordinance revisions: No action taken. City Attorney Steven Wolcott is working on Ordinance #145 which will revise speed zones in town.
New Business
Resident Wilbur Webber asked Mayor Moore how local farmers that use City water for tanks will pay for the service. Mayor Moore advised him that individual figures will be compiled and users will be billed accordingly.
Bobby Jeffries and Billy and Sofia Betterton asked for City assistance in communicating with the Railroad regarding access to property south of the tracks and north of the Missouri River. Mayor Moore agreed to make inquiries.
Sofia Betterton advised the gathering of a Girl Scout project at the Baptist Church on March 25th from 5-7. The public is invited.
Residents in attendance asked Cpl Tyler Edwards what can be done to keep vehicles out of the mud at the intersection of Walnut and Stillhouse. He advised the group he is working to establish communications with MoDot to address the issue.
The next monthly Council meeting is scheduled for Tuesday, March 14th, 2017, at 6:30 pm in the MCCA Building.
Councilman Gross made a motion to adjourn. Meeting adjourned.
