Minutes of January 9th, 2017, Council Meeting
The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on Monday, January 9th, 2017 at 6:30 pm. Attending: Mayor Barry Moore, City Treasurer Lisa Webber, City Clerk Monte Railey, Water Bill Collector Brandon Gray and Council members Sydney Stewart, Joe Selle and Rocky Gross. Councilman Micah Schake was absent. Residents Wilbur Webber, Linda Young and Paul Ash also attended.
Minutes from the December 12th, 2016, meeting and December 2016 financial reports were read and approved.

Councilman Gross made a motion to authorize payments. The motion was seconded by Councilwoman Stewart and carried 3-0.
Old Business
Water Project: The City will now be pursuing a USDA financed loan for the project. The process with the MO. DNR was taking too long for approval. Mayor Moore will meet with USDA Representatives and Art Akin with AGC Engineering on January 11th to initiate the process. It is believed that, in addition to being approved quicker, a USDA loan could cost less in the long run due to less stringent and expensive audit requirements.
City Hall repairs: Mayor Moore is investigating sump pump options for the basement drain. Outside siding work will continue as weather allows.
Ordinance revisions: Nuisance Ordinance #144 was signed with a December 12th, 2016 effective date. City Attorney Steven Wolcott is working on Ordinance #145 which will revise speed zones in town.
Deffenbaugh contract renewal: Mayor Moore signed a three year contract, with options for years four and five, to continue City trash service with Deffenbaugh Industries.
Recycling Dumpster: The Baptist Church has asked the City to remove the recycling bin from Church property due to problems with proper placement. The Council agreed to temporarily have it moved to the south side of Water Street by the City Park pending a decision regarding a permanent location.
New Business
City Clerk Railey reminded the Council that filing for the Spring 2017 City election is open through January 17th. Election day is April 4th, 2017. First Ward Council, Third Ward Council and Mayor will be on the ballot.
The next monthly Council meeting is scheduled for Thursday, February 16th, 2017, at 6:30 pm in the MCCA Building.
