Minutes of October 18th, 2016 Council Meeting

The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on Tuesday, October 18th, 2016 at 6:30 pm.  Attending:  Mayor Barry Moore, City Treasurer Lisa Webber, City Clerk Monte Railey, Water Bill Collector Brandon Gray and Council members Sydney Stewart, Joe Selle, Micah Schake and Rocky Gross.  Residents Wilbur Webber, Teresa McKown, Dee Dee Adcock, Paul Nash, Jay Jackson, Tom McFall, Billy Betterton, Sophia Betterton,  Lloyd Shockley and Buzz Chaney were present.  Representative from three trash disposal providers;  John Blessing with Deffenbaugh, Chris Holmsberg with AAA, and Rick Hunter with Countryside, were also in attendance to present bids for service starting in January of 2017.

The meeting was called to order by Mayor Moore.  Due to the large group attending with new business, Councilwoman Sydney Stewart made a motion to dispense with the reading of September meeting minutes and financial reports, and conduct new business first.

New Business:

Citizens expressed great concern over the increase in speeding and reckless driving in town by a small group of residents.  One parent said their child was almost run down and the driver was belligerent when confronted.  All in attendance agreed further action is necessary.  Mayor Moore stressed the importance of reporting all incidents to the Sheriff’s Department so they’re aware of the gravity of the situation and the communities’ frustration.  Deputy Tyler Edwards arrived before the end of the meeting and was advised.

New Postmaster Sophia Betterton thanked the gathering for supporting our local Post Office and advised the group that stamp sales and mail volumes have increased.

Billy Betterton asked the City for assistance in persuading the railroad to allow a crossing for residents to access private property south of the tracks along the river.  Mayor Moore will initiate contact with the Norfolk Southern RR.

Councilwoman Stewart made a motion to authorize payments.  The motion was seconded by Councilman Schake and carried 4-0.

Old Business

Water Project:  Work is continuing on reports and forms needed for the project.  Mayor Moore expressed hope that we will soon be ready to schedule a public  status hearing.

City Hall repairs:  A work day is scheduled for November 19th.  Volunteers are welcome to assist.

Ordinance revisions:  Ordinance 143 (Possession of controlled substances and paraphernalia) was read once in its entirety and twice by title.  After discussion, Councilman Gross made a motion to adopt as read.  Councilwoman Stewart seconded the motion and it carried 4-0.   Ordinance 144 (Nuisance Ordinance) was read once in its entirety and twice by title.  Question and suggestions raised during discussion will be discussed further with City Attorney Steven Wolcott before further action is taken.  The City Clerk will schedule a meeting with Mr. Wolcott.

Ditch and culvert clearing:  Mayor Moore is waiting for word from the Clay County Highway Department to determine if they can assist with work.

Street repairs:  Bobcat repairs have been completed and cold patch will be ordered so work can continue.

Deffenbaugh contract renewal:  The Council reviewed bids from Deffenbaugh, Republic, Countryside and AAA.  Representatives from AAA, Countryside and Deffenbaugh answered questions for the Council and gallery.  The Council agreed to further study before voting at the November 14th Council meeting.

September 20th DNR/BFI public hearing:  Mayor Moore reviewed his notes from the public meeting on September 20th, at the MCCA building that discussed plans for the BFI Landfill north of town.  The DNR and BFI propose building a new filter system for water runoff.  He stressed that the proposed permit does not allow any new hazardous material be brought to the site.   DNR requires filtered water to be swimmable and fishable, but not potable (safe for drinking). The next monthly Council meeting is scheduled for Monday, November 14th, 2016, at 6:30 pm in the MCCA Building.
