Minutes of September 12th, 2016 Council Meeting
The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on September 12th, 2016 at 6:30 pm. Attending: Mayor Barry Moore, City Treasurer Lisa Webber, City Clerk Monte Railey and Council members Sydney Stewart, Joe Selle, Micah Schake and Rocky Gross. Residents Wilbur Webber, Cindy Meyers, Teresa McKown and Daniel Mckown also attended.
The meeting was called to order by Mayor Moore. August financial reports, plus minutes of the August 16th, 2016, Tax Levy Hearing and Council meeting were read and approved.

Councilman Schake made a motion to authorize payment. The motion was seconded by Councilman Gross and carried 4-0.
Old Business
Tax Levy – The 2016 Tax Levy of $.8708 per $100 assessment was filed with the Clay County Clerk on August 26th, 2016
Water Project: The City did not receive additional DNR grant to offset amount to be borrowed for the project. Mayor Moore, Treasurer Webber and Clerk Railey met with Art Akin (AGC Engineering), Amy Summerford (CDBG), Denise Derks (CDBG), Greg Powell (DNR) and Darleen Groner (DNR) on September 8th at the MCCA building to discuss current status. Financial figures were reviewed along with options for revisions to keep average monthly costs for end users manageable. Greg Powell with the DNR will work on figures and report back.
City Hall repairs: Work is tentatively scheduled for November. A date will be set at the October Council meeting
Ordinance revisions: Updated Ordinances had not been completed as of August 17th. The City Clerk will check status with Steven Wolcott’s office
Ditch and culvert clearing: Mayor Moore advised the Council that the Clay County Highway Department will look at remaining ditches needing clearing before committing to assist.
Bobcat repairs: Steve Thompson is finishing up repairs to the City bobcat. Pothole repairs will resume when the bobcat is ready.
Deffenbaugh contract renewal: Councilwoman Sydney Stewart sent request for bids to provide City trash service to providers in the region with a response deadline of October 6th. The Deffenbaugh contract expires in December.
Bat Houses: Councilman Gross is working on prototypes.
Proposed landfill changes: The Missouri Department of Natural Resources will hold a public meeting on September 20th, at the MCCA building to discuss plans for the BFI Landfill north of town. The DNR and BFI propose building a new filter system for water runoff. The comment period for the proposal has been extended to October 4th, 2016. Full information regarding the proposal can be accessed on the City website at missouricitymo.gov.
New Business
The City truck and salt spreader will be serviced in October .
The next monthly Council meeting is scheduled for Tuesday, October 18th, 2016, at 6:30 pm in the MCCA Building.
