Minutes of July 12th, 2016 Council Meeting

The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on July 12th, 2016 at 6:30 pm.  Attending:  Mayor Barry Moore, City Treasurer Lisa Webber, Water Bill Collector Brandon Gray, City Clerk Monte Railey and Council members Sydney Stewart, Joe Selle, Micah Schake and Rocky Gross.  Residents Teresa McKown, Daniel McKown and Wilbur Webber also attended.

The meeting was called to order by Mayor Moore.  June 14th, 2016, meeting minutes and financial reports were read and approved.

Councilman Schake made a motion to pay the bills.  It was seconded by Councilman Gross and carried 4-0.

Old Business

Water Project:  Waiting for decision from DNR regarding additional funding.   Mayor Moore is assembling inventory and emergency funding information needed by the DNR.  The Mayor completed Emergency Contact for the City Clerk to mail to DNR prior to July 15th, 2016.  Terms of the Grant require the City to post Fair Housing information yearly.  Fair Housing information will be posted and a link to the US Fair Housing website will be added to the City website.

City Hall repairs:  Lumber has been purchased and a work date will be determined when the weather is dryer.

Updating Ordinances:  City Attorney Steven Wolcott has still not responded to phone calls from Mayor Moore or Councilman Gross requesting status on three ordinance issues; (1) drug possession, (2) drug paraphernalia, and (3) a strengthened nuisance ordinance.  Councilman Gross will make one more attempt before the City initiates a search for a new City Attorney.

Ditch and culvert clearing:  Mayor Moore has initiated discussion with the Clay County Highway Department regarding clearing of ditches in town.  Multiple sites have been identified as needing attention.

Patching of potholes in city streets has been postponed until emergency repairs to Broadway are completed.

Yearly renewal of PO Boxes 32 and 264 was completed by the City Clerk on June 27th, 2016.

New Business

The south end of Broadway is severely washed out due to recent heavy rains, exposing the water main, and is closed to through traffic pending emergency repairs.  Ronnie Marrant advised the Mayor that he can perform the necessary repairs for approximately $8,000.00.  His bid includes all labor and material.  He could start work as early as July 18th and expects completion within two to three days.  Councilman Gross made a motion to authorize the project with financing from (1) reversing a previous $5,000.00 transfer from General Funds to Waterworks back to General Funds and (2) appropriating the balance from General Funds.  Councilwoman Stewart seconded the motion and it carried 4-0.

Clay County no longer provides mosquito prevention spraying, so Mayor Moore suggested the City provide no cost “bat houses” to residents as an ecologically safe alternative.  Bats are known to consume mosquitos in large quantities.   The Mayor would donate materials and Councilman Gross offered to build them.  Councilman Schake suggested attracting Purple Martins for the same purpose. The Council agreed to further research on the issue.

Mayor Moore shared a letter he received from the Missouri Department of Natural Resources (DNR) regarding a proposal to change the status of the landfill north of the city limit from Part Two to Part One, which would transfer regulatory status from EPA only oversight to control by the DNR.  Property owners adjacent to the landfill received the letter, which announced a comment period through August 22nd, 2016.  The letter will be posted on the City website.

Councilwoman Stewart presented a proposed five year contract renewal from Deffenbaugh Industries for City trash service.  The current agreement expires in December.  After review, the Council rejected the proposal as too much of an increase.  Councilwoman Stewart will present a counter offer to Deffenbaugh.

The 2016 Tax Levy hearing will be held at 6:00 pm on August 16th, 2016, at the MCCA Building prior to the August monthly Council meeting, which is scheduled for 6:30 pm.

Brandon Gray advised the Council that hosting ($107.40) domain ($10.87) fees for the City website are due in August.  The Council agreed to fund the expenses.

The next monthly Council meeting is scheduled for Tuesday, August 16th, 2016.
