Minutes of April 12th, 2016 Council Meeting
The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on Tuesday, April 12th, 2016 at 6:30 pm. Attending: Mayor Barry Moore, City Treasurer Lisa Webber, Water Bill Collector Brandon Gray, City Clerk Monte Railey and Council members Sydney Stewart, Joe Selle, Sheryl Adcock and Rocky Gross. Wilbur Webber, Teresa McKown, Cindy Myers, Cindy Roberts, Denny Roberts, LIndsey Eppley, Joe Eberts, Jay Jackson, Rob Jeffries and Micah Schake also attended.
The meeting was called to order by Mayor Moore. March 14th meeting minutes and financial reports were read and approved.

Councilwoman Adcock made a motion to pay the bills. It was seconded by Councilman Gross and carried 4-0.
Old Business
Trash and junk in yards: Citizens asked about progress on junky properties. Mayor Moore advised the gathering that, while new ordinances have not been completed, Deputies are following the abatement and ticketing process on affected properties per current laws. City parade organizers expressed concern that drawing participants in the future could be affected if the problem is not dealt with. The Council authorized Mayor Moore to request additional patrol hours prior to the May 7th parade to continue the effort.
Streetlight on North Walnut: Denny and Cindy Roberts advised the Council they do not agree with the planned placement of a new streetlight near their residence. The Mayor will communicate with other residents on north Walnut to determine a suitable location. The Roberts’ also requested trimming of trees on Stillhouse Road north of Hwy 210. The Council approved their request.
Wash out on MoDot property: Residents in attendance voiced support for blocking access to MoDot property at Stillhouse Road and Walnut Street. The City will contact MoDot to determine options.
Law Enforcement concerns: The Council discussed law enforcement concerns with citizens in the gallery. Concerned parties were referred to the Clay County Prosecutor for questions regarding specific cases and reminded to report issues to the Sheriff’s Department
Recycling: Pastor Henry Alexander with the Baptist Church asked the City to relocate the recycling bin to the south edge of church property. The Council agreed to his request. Other than one incident being handled by the Sheriff’s Department, the Council agreed the trial is successful so far and will continue.
Spring Clean up: The Council agreed to tentatively schedule a town clean up day for the weekend of April 30th. Deffenbaugh Industries dumpster rates have increased since October of 2014 so the Council will research prices with other providers. Councilman Selle made a motion to engage the least expensive provider of 40 yard dumpsters for the weekend. Councilman Gross seconded and the motion carried 4-0.
Water Rate Increase: The Council reviewed and approved a water rate increase submitted by Public Water Supply District #4 (PWSD #4).
Water Project: Messages requesting a statement of Legislator support letter for the project were sent to State Rep T. J. Berry (38th House District) and Senator Dan Hegeman (12th Senatorial District). Representative Berry provided a letter restating his support on April 7th. The City Clerk will follow up with Senator Hegeman. The letters of support were requested by the DNR.
City Hall repairs: A Motion made in the March 14th meeting allocating expenses up to $1,300.00 was amended by Councilman Gross to authorize “best cost” purchasing after investigation determined expenses for the necessary cedar lumber were higher than originally estimated. Micah Schake was reimbursed $484.87 for lumber already purchased.
Sidewalk repair on Main Street: Mayor Moore advised the gathering that repairs will be completed prior to the May 7th parade.
Outgoing 4th Ward Councilwoman Dee Dee Adcock thanked the Council for their support during her tenure.
New Business
Joe Selle and Micah Schake were sworn in as Councilmen for Wards Two and Four respectively.
Water Bill Collector Brandon Gray asked the Council to develop a policy for water shut offs due to leaks on the customers side of the meter. The Council agreed on shut offs for emergency situations and tabled the issue for further discussion.
The next monthly Council meeting is scheduled for Monday, May 9th, 2016.
