Minutes of March 14th, 2016 Council Meeting
The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on Monday, March 14th, 2016 at 6:30 pm. Attending: Mayor Barry Moore, City Treasurer Lisa Webber, Water Bill Collector Brandon Gray, City Clerk Monte Railey and Council members Sydney Stewart, Joe Selle, Dee Dee Adcock and Rocky Gross. Deputy Tyler Edwards attended, as well as residents Wilbur Webber, Teresa McKown, Cindy Myers, Charlie Meyers, Kevin Hentz, Jennifer Hentz and Micah Schake.
The meeting was called to order by Mayor Moore. Due to the number of constituents in attendance with new business, the Council approved February meeting minutes and financial reports and conducted new business first.
New Business
Trash and junk in yards: Teresa McKown expressed concern about junky properties in town and asked if it was possible to get them cleaned up prior to the May 7th parade. Deputy Edwards advised her that property owners will be contacted and the abatement and ticketing process will begin again. Some properties have been previously ticketed and fines were paid, but not cleaned up. Current City Ordinances do not contain enforcement beyond ticketing and subsequent fines. The Mayor advised the group that City Attorney Steven Wolcott is reviewing options to strengthen City laws to include additional steps to ensure properties are kept up.
Speed bumps: Speed bumps will be placed around town for the summer season as they are requested by residents.
Wash out on MoDot property: Councilwoman Sydney Stewart expressed concern about wash outs on MoDot property at Stillhouse Road and Walnut Street. She advised the Council that Mickey Stewart has offered to grade the affected areas. The Council agreed, provided MODot is contacted for permission.
Power plant closing concerns: Councilwoman Stewart also questioned if a buried tank on the west hill next to the communication tower should be crushed as part of the plant closing. Mayor Moore will inspect the site in question, determine the owner, and proceed from there.
Streetlight on North Walnut: Mayor Moore received a request for placement of a street light on Walnut Street north of Mo Hwy 210. Treasurer Lisa Webber will inquire with KCP&L.
Spring Clean up: The Council agreed to provide a dumpster for a citywide clean up day (date to be determined).

Councilwoman Stewart made the motion to pay the bills. It was seconded by Councilwoman Adcock and carried 4-0.
Old Business
Water Line Replacement Project: The new application for an SRF Grant through the Missouri Department of Natural Resources has been submitted and the City is waiting for a response.
Water Project line of credit: The line of credit through Kearney trust Co. for water project expenses prior to construction expires in April. The Council authorized Mayor Moore to apply for an extension.
Recycling: Deffenbaugh Industries/Waste Management placed the bin for co-mingled recycling in the Baptist Church parking lot. A notice with an attached list of items accepted for recycling has been posted at the post office and on the City website. Copies are available in the lobby of the Post Office for residents with PO Boxes. The notice will be home delivered to other residences in town. Co-mingling means all types of recycling accepted are placed in one container and later sorted by Deffenbaugh.
Ordinance Changes: Mayor Moore advised the Council that City Attorney Steven Wolcott has now received proposed ordinance changes for review.
City Hall Repairs: Repairs plans were discussed. Micah Schake and Joe Selle measured for needed lumber and a work day will be scheduled.
The next monthly Council meeting is scheduled for Tuesday, April 12th, 2016.
