Minutes of 1/11/16 Council Meeting

The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on Monday, January 11th, 2016 at 6:30 pm.  Attending:  Mayor Barry Moore, City Treasurer Lisa Webber, Water Bill Collector Brandon Gray, City Clerk Monte Railey and Council members Sydney Stewart, Joe Selle, Dee Dee Adcock and Rocky Gross.   Art Akin and Ron Cowgill with AGC Engineering plus residents Wilbur Webber, Micah Schake, Shyanne Adcock, Deputy Tyler Edwards, Doris Selle, Kenny Young, Gary Carpenter, Leroy Vaughn, Rodney Furn and “Beebop” also attended.

The meeting was called to order by Mayor Moore and minutes of the December 2015 meeting were approved.

December  2015 Financial reports were read by Treasurer Lisa Webber and approved by the Council

Bills to be allowed (paid January 11th, 2016 unless noted otherwise):

General Funds

12/28/15 – KCP&L  $662.22 four city accounts

Missouri Division of Employment Security – $.75.00 4th qtr 2015 payroll taxes

US Treasury – 988.53 4th qtr 20-15 payroll taxes

Excelsior Springs Standard – $51.00 Spring 2016 election notice published

Ferrellgas – $65.00 city hall tank rental 12/1/15-11/30/16

Holiday Sand and Salt – $1393.35 for road salt and sand

Dep. Tyler Edwards – $149.61 6  hours December patrol

Dep. David Allen – $274.28 11 hours December patrol

Clay County Sheriff Dept.- $41.98 fuel used on December patrol (73 miles)

Councilman Gross made a motion to pay the bills.  It was seconded by Councilwoman Stewart and carried 4-0.

Due to the large group of citizens in attendance with new business, the order of business was reversed and new business was addressed next.

New Business

Citizens expressed concern about recent reports of reckless driving and late night disturbances in town .  “Beebop” offered to donate a trail cam surveillance camera to the City to help identify the responsible parties.  Deputy Edwards advised that legally obtained images can be used for prosecution but warned that privacy of residences must be observed.  Mayor Moore will review the issue with City Attorney Steven Wolcott.

Old Business

Water Line Replacement Project:  Art Akin with AGC Engineering advised the Council that the Missouri Department of Natural Resources has suggested another water rate hike to prepare water customers for anticipated increases related to the project.  Rate tables were reviewed and discussion followed.  Art and Mayor Moore will work on figures for the February 8th, 2015 Council meeting.  Council members Sydney Stewart, Ricky Gross and Joe Selle registered for online classes provided by the Rural Missouri Water Association.  That and the pending rate increase should boost the City’s score on the DNR loan request being resubmitted by AGC

City Ordinances:  Mayor Moore is working with City Attorney Steven Wolcott on potential new ordinances, including a more effective nuisance law regarding junk in yards, unlicensed vehicles and animal control.  They will also address drug paraphernalia.

Recycling Options:  The Council agreed to a trial run of city sponsored recycling starting in February of 2016.  Deffenbaugh/Waste Management will place a recycling unit in the parking lot of the Baptist Church at 724 Gano Street.  A notice with a list of items accepted and those not will be provided to all households.

Spring 2016 City Election:  City Clerk Railey reminded those in attendance that the filing period for open Council seats representing Wards Two and Four will end on January 19th, 2016.  The election will be held on April 5th, 2016.

The next monthly Council meeting is scheduled for Monday, February 8th, 2016.
