Minutes of 5/12/2014 Council Meeting
The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on May 12th 2014, at 6:30 pm. Attending: Mayor Barry Moore, City Treasurer Lisa Webber, Water Bill Collector Brandon Gray, City Clerk Monte Railey and Council members Joe Selle, Rocky Gross and Dee Dee Adcock. Councilwoman Schelley Sue Smith was absent. Resident Wilbur Webber also attended.
The meeting was called to order by Mayor Moore and minutes of the 4/15/14 meeting were read and approved.
Financial reports for April were read by the Treasurer and approved by the Council. Bills to be allowed:
General Funds
Dep. David Allen – $498.69 for April patrol (20 hours)
Monte Railey – $220.43 City Clerk April salary
KCP&L – Not yet received
AGC – $332.50 CDBG prep meeting (invoice 40-20-14-17
O’Reilly Auto Parts – $101.04 Battery for City truck
Steven Wolcott – $122.50 4/16 work & 4/19 court appearance (invoice 14996)
Joe Selle – $401.58 39 hours of City work
Waterworks
Brandon Gray – $241.50 May salary for Water bill collection
Public Water Supply District #4 – $1,908.05 for April water
Deffenbaugh Industries -$ 1,110.12 –April trash service
Lisa Webber – $403.65 May Treasurer salary
Brandon Gray – $20.58 for 2 additional hours spent on water bill collection
Councilman Gross made a motion to pay the bills. It was seconded by Councilwoman Adcock and passed 3-0.
Old Business
Water project : The Grant Writer/Administrator position was advertised. There were three responses. The Grant must be submitted by the end of May for consideration this year.
Maye’s plumbing in Excelsior Springs is no longer providing wholesale water meters and plumbing supplies. An account was established with HD Supply in Blue Springs for future needs.
The Mayor is working with Deffenbaugh Industries regarding dumpster prices and scheduling for the proposed clean up day.
Water collection figures were reviewed. Progress is being made on past due balances for current residents
New Business
Abatement notices have been issued for ordinance violations. The Deputies will follow up after 30 days to issue necessary tickets.
The empty house at 613 Bluff was discussed. The yard and pool area was cleaned up last season by a neighbor but a permanent solution is needed. Residents are concerned about possible snake and rat infestation. Councilman Gross will consult with City Attorney Steven Wolcott regarding City options for abandoned property.
Water Project Grant: The Council reviewed proposals to write and administer the Grant request for the proposed water system from Anna L. Black Grant Writing and Administrative Services, Molly McGovern with MARC and Community Edge LLC. Councilman Selle made a motion to accept Molly McGovern’s $24,000.00 bid. The motion was seconded by Councilman Gross and passed 3-0.
The Council discussed the Ward One Council seat. Councilwoman Smith has missed the past four meetings without contacting the Mayor or Council and 10 of the 13 meetings since April of 2013. Mayor Moore will contact Ms. Smith about the situation and review Ordinances to confirm the replacement process.
The Mayor read an e-mail from residents on Main Street about a threatening dog entering their property. The Mayor will attempt to verify the dog owner and report the situation to the Sheriff for investigation.
A motion to adjourn was made by Councilman Adcock and seconded by Councilman Selle. Meeting adjourned.
Next meeting is scheduled for 6:30 pm on Monday , June 9th, 2014, at the MCCA Building.
